Georges Picard was a French painter and illustrator born in 1857 and deceased in 1943. For two years, he was a student of the academic painter Jean-Léon Gérôme at the elite Beaux-Arts de Paris school. He , studied the art of fresco and painted many interiors, notably the south pavilion of the Petit Palais in Paris and the foyer of the Lille Opera House.
